DHRUVA: India Launches Digital Hub for Reference and Unique Virtual Address
India has taken a major step toward modernising its digital infrastructure with the introduction of DHRUVA- Digital Hub for Reference and Unique Virtual Address, a pioneering initiative aimed at transforming how addresses are stored, verified, and used across the country. Developed by the Department of Posts under the Ministry of Communications, DHRUVA seeks to create a fully digitised addressing ecosystem that will make address data secure, reliable, and interoperable for both public and private services.
As India rapidly expands its Digital Public Infrastructure (DPI), DHRUVA is being projected as a foundational element that will introduce the concept of Address as a Service (AaaS). This framework will help eliminate inconsistencies in physical addresses, simplify verification processes, and ensure smoother service delivery in sectors such as logistics, e-commerce, finance, and public welfare.
At the core of DHRUVA lies the Digital Address Identifier (DAI)– a unique, secure digital ID assigned to every physical address in the country. This identifier will be linked to verified postal and geographic data, enabling faster address validation and improving accuracy in doorstep services. The system is particularly expected to benefit rural and semi-urban regions, where unclear or inconsistent address formats often lead to delays in deliveries, benefits, or official communication.
The digital addressing framework will also support improved governance by offering authenticated address data for subsidy distribution, identity verification, and public service delivery. With DAIs, citizens and organization’s will be able to share their addresses digitally, securely, and with complete control over consent.
To implement DHRUVA at a national scale, the Department of Posts has proposed amendments to the Post Office Act, 2023. These changes will provide statutory backing for the creation and management of digital addresses. The amendments outline the rights and responsibilities of ecosystem players and establish provisions for privacy, consent, and grievance mechanisms.
The proposed framework also suggests the appointment of a National Network Administrator, who will oversee standards, interoperability, and nationwide integration of digital addresses. This will ensure that all systems from banks to delivery companies can seamlessly use DHRUVA’s digital address data.
The digital address ecosystem will be supported by multiple authorized entities:
1. Digital Address Identifier (DAI)- A unique digital code assigned to every address, ensuring accuracy and verification.
2. Address Service Providers (ASPs)- Licensed public and private organisations that will create, map, and manage digital addresses.
3. Address Validation Agencies (AVAs)- Independent bodies permitted to authenticate and validate address-related data.
4. Interoperability and Standards- A national framework that ensures all digital address systems work together across sectors.
5. Consent-Based Usage- Digital addresses can only be created or shared with the explicit, informed consent of the individual.
In a digital economy, inaccurate physical addresses often cause serious challenges—failed deliveries, identity mismatches, delays in welfare schemes, and inefficiency across government departments. DHRUVA aims to solve these issues through:
